TOWN HALL MEETING — UPDATE! September 9, 2014 GOOD NEWS! Last week we found out that the Michigan Department of Community Health (DCH) recently announced that it will not impose the projected significant cuts to the budget of the Oakland County Community Mental Health Authority for FY15. While it is correct that Oakland County Community Mental Health Authority (OCCMHA) did not receive the 8-10% Medicaid rebasing that it anticipated for Fiscal Year (FY) 15, rebasing did occur. OCCMHA’s finance team is currently analyzing revenue and expenses to calculate the amount of this decrease and to determine the impact based on historical trends and future changes in eligibility. Actual figures are not available until after October 1st when OCCMHA receives its Medicaid payment from the Michigan Department of Community Health (DCH). Additionally, the $10M in reserves that the OCCMHA Executive Director, Willie Brooks, has committed to use to create a soft landing are already included in the FY15 budget. Advocacy does work ... thanks for supporting our two Town Hall meetings and writing those letters and making those calls to your elected officials. We want the Oakland County CMHA board to fully cover any FY15 deficit by using its reserves. • This still does not change OCCMHA’s reduction in General Fund (GF) dollars; we may need to push for a supplemental to the FY15 state budget bill with our legislators; • This still does not give pay raises for direct care staff workers; and, • This still does not look at the future, that is, the provision of appropriate levels of long-term mental health services and the necessary funding. The Oakland County CMHA board meets as a “Committee of the Whole” on Monday, September 15th at 3pm.
