TROOP K - **UPDATE** Following a joint investigation conducted by the New York State Police and the Dutchess County Sheriff’s Office, the depicted female suspect has been arrested. On December 18, 2014, 43-year-old Towonder Collins, of Queens, New York, was charged with Criminal Possession of a Forged Instrument 2nd Degree and Identity Theft 2nd Degree, both felonies. The New York State Police would like to thank the Dutchess County Sheriff’s Office Detective Division, the NYPD, and the public for their assistance. On November 30, 2014, this agency received two separate Identify Theft complaints from Dutchess County residents. Both complaints involved Hudson Valley Federal Credit Union debit cards that appear to be duplicated. The fraudulent transactions occurred at the Hess Gas Station in the Town of Fishkill, Petsmart in the Town of Poughkeepsie and several locations in the Apple Valley Shopping Plaza, located in the Town of Lagrange.
