Apostol Contra Factum Non argumentum Against a fact there is no argument, this is the issue in the city of Zamboanga that should be adhered by all sectors and accept that all the city’s problems are backed up by facts and not innuendos. *** It is a fact that there are good and effective City Ordinances and laws if only implemented to the hilt can ease traffic during prime time in all the city like the Tricycle and Pedicab Ordinance, that should be implemented by the City Police and he Barangay governments, but the fact is, its implementation is haphazard and in some areas it is not implemented at all. *** It is a fact that crimes and domestic violence can be prevented or minimized to a level of tolerance as in Davao City but the hard fact is our law enforcing agencies like the PNP which is civilian in character are torn between the command of their PNP hierarchy and the politicians manning our local government units so their crime prevention techniques are a mixture of political agenda and police work. Plus the fact that the Law mandates that local government units (whose leaders are not trained for police work) has a heavy hand in the direction of the police within their area of responsibility. *** It is a fact that monstrous traffic in almost all the city is caused by the simultaneous repairs and constructions of bridges and other infrastructure in our narrow city and national roads that a simple repair in any part of our city streets will caused a “bottle neck” of traffic that the unimplemented Master Development Plan of the city revealed and recommended and warned, if the city cannot put up a “new city”. It is also a fact, that many months ago the local government and other concerned government agencies were warned that traffic will be monstrous should the repairs of these vital infrastructures cannot be completed before school opens when all types of vehicles, public and private, will use our city streets. It is a fact that the local and national government did not heed this warning but instead continued to implement repairs and construction of other infra projects, even if the city populace is howling for a break. *** It is a fact that there is such a thing called “accessory before the fact” and since the city and the national government knew beforehand the disastrous effect of their projects but continued to implement them without taking into account the convenience of the taxpayers in favor of government budgetary and accounting requirements setting aside the fact that some procedures are “beyond the commerce of men” as guaranteed by the Constitution is grossly ignoring those accepted facts. *** Scoop: What is happening in Zamboanga City is by all means “Contra Factum Non Argumentum”, against a fact there is no argument.
