Kailangan nating maniguradong hindi na maaabuso ang sistema." It is important for us to understand this introductory paragraph. In a few sentences, the rationale for the PDAF was explained; how it was abused by a president who was desperate to cling to power; how the PDAF and the desperation of a president were taken advantage of by corrupt and greedy elected legislators; how some members of the bureaucracy played along; and, not the least definitely, how the apathy of most of us Filipinos led us to this mess called the pork barrel scam. Those who are guilty should be punished. Most of all, let this be a lesson for us all: our duty as citizens does not end in paying taxes and voting during elections. We must at all times watch how our leaders govern this country, call them out for their mistakes, praise them for a job well done, and hold them into account when they violate our laws. Let this lesson be learned and understood. Otherwise, this will happen again.
