Tax rate cut passed for North Carolina.. The biggest impact on paychecks comes from a decreased income tax rate. The rate will drop to a flat rate of 5.8 percent. It had ranged from 6 percent to 7.75 percent with those making the least paying the lowest rate. This means most North Carolina residents will see an increase in your paycheck in January 2014. You will hear a lot of negatives from certain groups about the tax plan but this is one of the positives!!..We actually have a real tax cut in NC!! Who would have thought a few years ago that was even possible?.
