Teachers’ Dignity Coalition “Unity of Teachers to Regain the Dignity of the Profession” SEC Registration Number: CN 2007-10645 7 August 2014 COA Resident Auditor Department of Education Cebu City Division New Imus Ave., Cebu City Dear Madam: Greetings in the name of the Holy Triune God! It has been noted that there were numerous cases filed in the Office of the Ombudsman and of the DepEd Region VII against the two school principals of Don Vicente Rama Memorial National High School whom we categorically mentioned below. Whereas, the seemingly “Israeli – Palestinian” conflict between some teachers and the two school principals (the former and the present respectively) of Don Vicente Rama Memorial National High School namely: xxxxxxx and xxxxxxx stemmed from the irregularities in administering the above-mentioned school; Whereas, the said irregularities include breaching one of the most hallowed Constitutional provisions (Article III, Section 7 of the 1987 Philippine Constitution) that underscore the importance of TRANSPARENCY in all transactions of a public office highlighting the “PUBLIC OFFICE IS A PUBLIC TRUST” principle; and it is also explicitly made strong by the Republic Act 6713, Rule IV, Section 3 which pointing out on the Transparency of Transaction and Access to Information. It is good to note that we, the complainants, had filed complaints against them for the observed irregularities in the management of the “School Managed Canteen” and the non-transparency of the so-called “Miscellaneous and Other Operating Expenses” (MOOE). We filed complaints because our convictions compel us to believe that transparency promotes accountability and provides information to citizens. Further, the Constitution (Article III, Section 7) also guarantees that the people have the right to information on matters of public concern These and other reasons motivate us to request your office to conduct a scrupulous and in-depth investigation on the financial accounts of all projects of our former school principal, xxxxxxxx in our school which include but not limited to the (1.) “white elephant” comfort room in the TLE garden, (2.) School Managed Canteen construction-finances, (3.) Audio Visual Room and the (4.) “discriminating kingdom” which for sure, without a doubt, tend to discriminate ordinary teachers [because lavishness is present] of the Head Teachers and Master Teachers [which is now use as the office of the principal for the night session] to establish accuracy and efficiency in the usage of government resources. On the other hand, also investigate the projects under the administration of our new school principal, xxxxxxxxx, in our school ( Don Vicente Rama Memorial National High School) which include but not limited to the (1.) construction of the 2nd school gate but literally [as in literal, which even the syllogism of Aristotle’s logic couldn’t validate it] obstructed by the construction of comfort rooms in front of it (an explicit wasting of taxpayer’s money), (2.) the mysterious installation of Automated Tubig Machines, which is cryptic as the “never-ending” conflict of Israel and Palestine on who is to own and administer the Golan Heights, Gaza strip and the West Bank. Now, therefore, we the undersigned would like to request from your office to faithfully furnish us, without prejudice, all the transactions of these two principals involving our school (the Don Vicente Rama Memorial National High School) and if possible, also include xxxxxxx transactions in her present school (the Don Sergio Osmeña Memorial National High School).
