Position Profile Serves as Deputy Country Director for the Asia Injury Prevention (AIP) Foundation, based in Bangkok, Thailand, the incumbent is responsible for overall management of the program and project design, planning, implementation, monitoring and evaluation, budgeting, staff management, and long-term strategic planning. The Deputy Country Director forges connections with local, national, and regional partners and with skilled professionals in the region, with a view to toward future collaboration. This person represents AIP Foundation and its programs at relevant meetings in Thailand and other countries as assigned. S/He also works closely with AIP Foundation staff in Vietnam on planning and implementation of programs. The Deputy Country Director reports to the Thailand Country Director and the CEO of AIP based in Ho Chi Minh City office, Viet Nam. The responsibilities listed below are inclusive, but not exhaustive, of the role. It is reasonable to assume that additional tasks will be requested, as and when needed. Responsibilities General · Advance the mission of the organization through management of issues and associated work; · Build awareness of AIP Foundation and the Thailand Helmet Vaccine Initiative (THVI) and promote communication of issues and accomplishments to the public; · Serve as liaison to various government and non-government (NGO) agencies and coordinate cooperative activities with other NGOs and local and national governmental agencies; · Serve as key contact with funding sources and provide follow-up reports as needed; · Establish operating procedures and make decisions in all matters of administrative and supervisory detail in connection with the operation and maintenance of the organization in Thailand; · Ensure that terms of all contractual agreements are met; Supervisory Responsibilities · Supervise the Program and Operations staff to coordinate the legal establishment of the AIP Foundation in Thailand and the program implementation; · Supervise and ensure that employee(s) perform their duties as identified in their job descriptions; · Oversee preparation and implementation of all staff performance reviews; · Support the Country Director to recruit and hire staff (Program and Secretariat Staff), Consultants and Volunteer Advisors. Financial Management Responsibilities · Coordinate with CEO, Country Director and Finance at head quarter to prepare annual country budgets; · Responsible for financial management and fiscal administration, assuring compliance with proper accounting procedures required by law and funding sources in Thailand. · Submit quarterly and annual financial reports to the CEO and Country Director for review and approval. Program Cycle Duties and Fundraising · Assist to develop long-term strategic goals and strategies consistent with the mission and capabilities of AIP Foundation; · Develop annual objectives for AIP Foundation in Thailand and coordinate overall AIP Foundation Thailand Country Office’s planning and fundraising; · Coordinate overall implementation of AIP Foundation program activities in Thailand; · Lead the entire program through PME cycle; guide Program/Project Managers and Officers through PME cycles; · Provide technical guidance for program staff in training and curriculum development activities. · Identify opportunities for increasing program impacts in the community; · Report regularly on a monthly basis to AIP Foundation about progress towards organizational objectives, financial status of organization and other issues of concern to AIP Foundation; · Work with external research partners and coordinate and supervise project monitoring and evaluation; · Guide the Program team in the development of monitoring and evaluation methodologies for school based programs and public awareness campaigns; · Identify opportunities to collaborate with other stakeholders and leverage resources. Public Representation · Confidently and effectively represent AIP Foundation publicly, both in Thailand and internationally; · Coordinate the public representation of AIP Foundation by other staff; review and approve public statements, both verbal and written to ensure appropriateness and accuracy. Other · Other duties as assigned by the CEO and Country Director. Qualifications 1.General · Thailand national · Demonstrated commitment to road safety promotion and public health work · Knowledge of traffic law and road safety interventions; · Excellent organizing, coordinating, and delegating skills; excellent presentation skills in both English and Thai; · Ability to communicate and network proficiently, relating to government officials, donors, private sectors, media and representatives from NGOs and international organizations; · Ability to articulately represent AIP Foundation mission, goals, strategies, and background. 2.Relevant Work Experience, Formal Education, and/or Informal Training · At least 10 year experience with 3 year in similar role, preferably in road safety or development sector · Relevant training qualification, preferably at postgraduate level in the areas of public policy, public health, social science, and education; · Strong experience in supervision and staff management; At least 3 years of experience supervising staff; 3.Decision-Making: Independence and Complexity · Critical and long-range thinking in problem analysis; · Confident to assume major program decision-making and program leadership responsibilities; 4.Language and Computer Skills · Excellent in written and spoken skills in both Thai and English are essential; Strong familiarity with specialized, field-related terminology; · Computer proficiency in word processing, ability to type in both languages. 5.Other · Ability to work both in a team setting as well as independently; · Willingness to travel nationally and internationally.
