The 2 links are to things about water. Water is attracted upwards towards static electricity. While water is a neutral molecule, it has a positive polarity. What this means is that it is attracted to something that is negatively polarized. With the balloon, it may be that the static electricity is causing it to become negatively polarized in the spectrum of its coloring. If so, then this is what the water is pursuing or being drawn to. You see, if waters absorption or emission spectrum could be changed by elongating a water molecule, then one bandwidth of visible light could attract water while another spectrum pushes salt ions out of it. This would require water to be under a vacuum while moving. And in desalination, easily accomplished. What many know is that salt ions have a tendency to evenly disperse in water. One possibility is the light emitted by water has this effect on crystalline structures such as salt ions. Why a spectrum that water is not absorbing or emitting (think bandwidth here) might work. Also, if water is being lifted by magnetic attraction (magnetism works in the visible light spectrum), then gravity might be able to assist light pushing salt ions downward. And this is where once again, if water is under a vacuum, its cohesion decreases which would require less work (hopefully) for something to be removed from it. And with electricity, its current can be grounded in such a way that possibly 1/2 of the grounded potential can pass through the original path but at a different frequency.
