The Ayala Land project would have developed the area by now and would already be earning. Its land had been unused since the late Governor Joseph Marañon cleared it of over 6,000 squatter families over ten years ago. Since that land was acquired by the province in 1927, it has been unproductive. Although portions of the land were under water (it was a swamp on the San Juan Street side), informal settlers flocked into it after World War II. Their occupancy however had one benefit – the swamp disappeared. But they also created a virtual Kasbah and a haven of thieves, drug pushers, pickpockets and vandals that preyed on people strolling along the Lagoon and the cars at the nearby line of pala-pala-type restaurants. . . . . Bullying will not get SMPH what it wants. Surely it will not have that lot even if the contract with Ayala is rescinded. Rescinding the contract under duress will make provincial officials a set of slops. Bullies succeed only when we allow or succumb to them.
