The Cleveland police smear campaign against Tamir Rice and the violation of his constitutional rights continues under Mayor Frank Jackson. Ive learned that Cleveland police criminally-charged the 12-year-old boy with aggravated menacing after they murdered him. The criminal charges are a cover-up. Cops know theyre wrong and that the two officers involved in his murder should face criminal charges. They know the felony take down procedure was violated. They know the cops over-reacted. They know Tamir Rice was left on the ground to bleed out by officers who received 12 hours of first aid training and who administered no first aid to the dying child. Cops know the shooter and his partner elevated the childs age to 20 to create the false I didnt know he was a child perception. They know the stories about his reaching for the weapon are nothing more than lies. Rather than admit guilt and arrest the two officers, those in supervisory roles are knowingly participating in the violation of Tamir Rices constitutional rights under the color of law to conceal the unlawful behavior. This is the same vicious mindset that resulted in a detective terrorising a 13-year-old boy into lying three black men onto death row for a murder they did not commit. Let me offer my experiences for insight. I fired East Cleveland cop Todd Carroscia after he recklessly drove a new police vehicle into a couple at Hayden and Woodworth where he was speeding to help an officer who didnt request it. His conduct was self-initiated. The cop he wanted to help was just checking the license of a motorcyclist. There was no call for help and no threat. Carroscia drove one of the new $30,000 Dodge Chargers Id just bought for cops into a car being driven by Charles Hunt and a female passenger. Hunt had the light and right of way, and didnt see Carroscia recklessly speeding towards him. Hunt and his passenger were doing nothing wrong. Both were seriously injured as a result of Carroscias reckless behavior when he plowed high speed into their car. I fired Carroscia and instructed Ralph Spotts, the police chief, that charges had better not be filed against Hunt or his passenger. This was in 2008 or 2009. Last year I attended a deposition on Blacks behalf against East Cleveland and Cleveland. Why? Because unbeknown to me, East Cleveland cops had gone to Cleveland cops to get criminal charges filed against Hunt 9 months after the accident, and after he filed a civil claim against the city. Instead of Carroscia being wrong for not only violating procedure, speeding through a red light, and destroying city property, Cleveland cops did East Cleveland cops a favor and maliciously brought charges against Hunt. Their misconduct dragged Cleveland into the litigation, Frank. East Cleveland cops thought theyd use the leverage of the criminal charges to pressure Hunt into dismissing his claim. Thats how some of these sick assholes think. Hunts lawyer, Robert DiCillo, had made several requests for information about the damaged police vehicle and the dash cam. He was told the car was destroyed and the dash cam was non-existent. He was told that Ronald Riley, who was my deputy law director at the time, directed police to destroy the vehicle instead of repairing it. A dash cam existed because I reviewed it right after the accident. So cops and Riley lied to DiCillo about it. Riley didnt have any authority whatsoever while I was mayor to direct the police to do a got-damned thing, so that was another lie. I didnt know he was such a douche bag when I hired him. And while I had specifically said no charges, DiCillo shared with me that cops had gone behind my back and worked in conspiracy with Cleveland to get the charges filed in that city so I wouldnt know about it. Its not like I, as a mayor, was in contact with Hunt. I just knew it was my intent to minimize the legal liability to the city by not accepting responsibility for Carroscias misconduct. If I had it to do all over again, I would have had him criminally-charged for several violations of law instead of only firing him. I guarantee Mayor Frank Jackson doesnt know what his police management team is doing in his name and under his supervision to thousands of innocent Clevelanders and visitors to the city. He thinks Martin Flask and Michael McGrath have his back, when theyve come from the same ranks of the cops they now supervise. The only backs they have are their own as they enjoy six figure double-dipping wages and pensions, plus the $1.5 million each more than likely picked up when they retired from the DROP program. Flask and McGrath were in the same unions, doing the same shit and enjoying the benefits of the same corrupt police management system that they now manipulate to keep law-violating cops from being held accountable. I guarantee the old heads who came up with them know plenty of dirt about the two police leaders Jackson is foolishly trusting. Jacksons biggest shortcoming is that he never managed anything other than his own life before he became a mayor. For anyone who thinks a person can jump from a legislative job to a management job and be successful just know theres a world of difference between enacting and enforcing laws. I worked for two mayors prior to my election. I had conversations with Jackson after I became a mayor. It was my impression after our conversation, and what hes demonstrated since, that Jacksons too hands off as a mayor to control the police. He thinks he has good people in position when in reality theyre screwing him and the taxpayers ... big time. Just look at all the litigation and millions in settlements Cleveland taxpayers have paid out just because of bad police management and supervision. Jacksons now echoing the same tired themes about Tamir Rice that he echoed when cops shot 15-year-old Brandon McCloud 10 times and murdered him. All of this is happening under the inattentive eyes of a mayor and council who dont seem to have anything but gimmicks to offer angry Cleveland residents and visitors who are saying enough is enough of the police misconduct. Body cams are cool, but they wont change behavior if cops still go unprosecuted for committing crimes. Mayor Jackson ... Frank. You promised more than once to help your people. When, my dear brother, are you going to keep your word? Below is Ohios aggravated menacing law. Of course, when you read it, youll immediately see why its bullshit and doesnt apply to Tamir Rice. What it shows is how viciously sick-minded many cops are, and how theyll go to great lengths to conceal the crimes they commit against the innocent.
