The County Public Service Board – Wajir, wishes to recruit competent and qualified persons to fill the following vacant positions as per the constitution of Kenya 2010 cap 11 and section 45, 50, and 51 of the county Government Act No 17 of 2012 1. COUNTY SUPPLY CHAIN MANAGEMENT OFFICER (1 POST) Reporting to: County Chief Office – Finance Terms of Service: Contract Responsibilities: • Responsible for day to day management of the entire supply chain department. • Issue/provide administrative guideline on implementation and interpretation of Public Procurement and Disposal act 2005 and the supporting regulations • Develop County Annual procurement plan and ensure its full implementation. • Advice the entire County Government on matter relating to Supply Chain Management. • Prepare Tender documents in accordance with Public Procurement Act 2005 and the implementing regulations and coordinate the entire tendering process. • In liaison with other finance functions provide guidelines on matters of procurement, contract design and contract implementations. • Secretary to the Tender Committee. • Ensure that support staff keep county records and key information / reports in a timely, accurate and complete manner Qualifications / Requirement: • Bachelor of Commerce (Accounting, finance, Supply chain management, Procurement and Supply). • Master of Commerce/Business Administration in the above fields is an added advantage. • A member of Chartered Institute of Supplies Management • Highly computer literate. • Have served for 10 years in the public or corporate sector (5 of which must be in a senior Management position) • Self-starter, excellent team player, effective communicator and must be able to work with minimal supervision • Have a thorough understanding of Public Procurement and Disposal Act 2005 and the Regulations • Must meet therequirements of chapter six of the constitution on Integrity and Leadership. 2. CHIEF COUNTY REVENUE OFFICER (1 POST) Reporting to: County Chief Officer – Finance Terms of Service: Contract Responsibilities: • Responsible for the day to day running of the county Revenue Collection section in consultation with County Chief officer for Finance. • Develop and implement plans to operationalize County revenue policies in a way that will enhance efficient revenue collection and growth in a sustainable manner. • Maintain complete records of all the revenue sources/centers, rates and revenues collected. Project regular revenue trends for planning and decision making by senior county government official. • Maintain and manage cordial relationships with rate payers in the county and negotiate where necessary in a way that will enhance revenue collection. This must be done in close consultation with County Chief Officer for Finance and Executive committee member for Finance. • Train, develop, support and deploy revenue collectors at different level of the county government. • Set high but realistic and achievable collection targets for all revenue collectors and design performance evaluation systems that track progresses on target. • Identify new revenue streams for the county government and optimal rates. • Prepare weekly, monthly, quarterly and yearly reports on revenue collections. Qualifications / Requirement: • B. com Accounting/finance option from a University recognized in Kenya • Must be a C.P.A (K) or ACCA • Highly computer literate. • Have served for at least 10 years in busy commercial or public financial accounting and treasury environment. • Have served in a senior management position for a minimum of 5 years. • Self-starter, excellent team player, effective communicator and must be able to work with minimal supervision • Must meet the requirements of chapter six of the constitution on Integrity and Leadership 3. COUNTY FINANCE OFFICER (1 POST) Reporting to: County Chief Officer – Finance Terms of Service: Contract Responsibilities • Advising on financial and accounting matters • Developing and executing financial and accounting management and control systems in line with the Public Finance Management Act, 2012 • Issuing financial management instructions and maintaining effective internal control systems • Assist in coordinating the budget formulation, preparation, execution, accounting and reporting. • Assist in monitoring, evaluating and overseeing the management of public finances and economic affairs of the Qualifications: • Be a holder of a Bachelors degree in Finance/ Commerce/Accounting from a recognized university (a Master degree or other additional qualifications will be an added advantage) • Be a holder of CPA (K) or ACCA qualifications • Be a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK) • Have at least 5 years post qualification experience, at least two of which must have been in a managerial/supervisory level • Must meet the requirements of chapter six of the constitution on Integrity and Leadership 4. SUB – COUNTY REVENUE OFFICERS (6 POSTS) (Wajir West, Eldas, Wajir North, Tarbaj, Wajir East and Wajir South) Reporting to: County Revenue Officer Responsibilities: • Each sub-County Revenue Officer will be responsible for revenue collection in each of the six (6) sub-counties within the Wajir County (Each Constituency constitutes a Sub-County). Responsible for the day to day revenue collection in his or her sub-county in close consultation with county revenue officer. • Identify new revenue sources, centres and advice County revenue Officer with view to bringing such new source into main stream source. • Submit daily/weekly and monthly revenue collection report to enable management to make decision. • Supervise, support and recommend disciplinary measures for other Collectors under his or her area of supervision. • Set high but realistic and achievable collection targets for all revenue collectors under his or supervision. • Responsible for making sure that all the revenue money collected are banked intact. • Custodian and accountable for all official revenue documents in his or her sub-county including banking. slips, utilized and unutilized receipt books etc. • Any other duties he or she is called upon to perform from time to time. Qualifications / Requirement: • First Degree in social sciences or its equivalent from a University recognized in Kenya. • C.P.A Part II or similar level in ACCA. • Highly computer literate. • At least 5year experience, in busy commercial or public financial Accounting and treasury environment. • Self-starter, excellent team player, effective communicator and must be able to work with minimal supervision. • Must meet the requirements of chapter six of the constitution on Integrity and Leadership. 5. SUB-COUNTY ADMINISTRATORS (6 POSTS) (Wajir West, Eldas, Wajir North, Tarbaj, Wajir East and Wajir South) Terms of Service: Term Contract Qualification / Requirements • Be a Kenyan citizen. • Is a holder of at least a first degree or its equivalent froma university recognized in Kenya. • Working experience of not less than10 years. • Have qualifications and knowledge in administration or management. • Must meet the requirements of chapter six of the constitution on Integrity and Leadership • A master’s degree will be an added advantage. Responsibilities: Coordinating the management and supervision of the general administrative functions. Developing policies and plans. Ensuring effectiveservice delivery. Coordinating developmental activities toempower the community. Providing and maintaining infrastructure and facilities of public service. Facilitating and coordinating citizen participation in the development ofpolicies and plans. Exercising any functions and powersdelegated by the County Public Service Board. 6. DEPUTY SUB-COUNTY ADMINISTRATORS(4 POSTS) Terms of Service: Term Contract Qualification / Requirements • Be a Kenyan citizen • Be a holder of at least a first degree from university recognized in Kenya • Working experience of not less than 5 years • Have qualifications and knowledge in administration or management and • Satisfy the requirement of chapter six of the constitution • A master’s degree will be an added advantage • Responsibilities: • Deputize the Sub-County administrator inthe execution of sub-county functions. • Perform any other duties that may be assigned by the Sub-County Administrator. 7. TOWN ADMINISTRATORS (6 POSTS) (Griftu , Eldas, Bute, Tarbaj, WajirTown and Habaswein) Terms of Service: Term Contract Qualification / Requirements • Be a Kenyan citizen. • Is a holder of at least first degree or its equivalent froma university recognized in Kenya? • Working experience of not less than 10 years in administration or management. • Satisfy the requirement of chapter six of the constitution on Integrity and Leadership. • A master’s degree in the relevant field will be an added advantage Responsibilities The TownAdministrator shall be answerable to the Town Committee. Implementing the decisionsand functions ofthe Committee. Overseeing the affairs ofthe town by developing and adopting policies, plans strategies and programmes. Maintaining comprehensivedatabase and information systems on payments and fees to be determined by the Committee. Ensuring preparation and submission ofthe town annual budget estimates to the county treasury. Perform such other functions as may be delegated by the town committee. 8. DEPUTY TOWN ADMINISTRATORS (2 POSTS) Terms of Service: Term Contract Qualification / Requirements • Be a Kenyan citizen. • Is a holder of at least first degree or its equivalent froma university recognized in Kenya. • Working experience of not less than 5 years in administration or management. • Satisfy the requirement of chapter six of the constitution on Integrity and Leadership. • A master’s degree in the relevant field will be an added advantage Responsibilities • Deputize the Town Administrator in the execution of town’s duties. • Perform any other dutiesas may be assigned by the Town Administrator. 9. WARD ADMINISTRATORS (30 POSTS) Terms of Service: Term Contract (Bute, Gurar, Godoma, Danaba, Batalu, Korodille, Malkagufu,Wagberi, Township, Barwaqo, KhorofHarar, Elben, Sarman, Tarbaj, Wargadud, Ganyure/Wagalla, Arbajahan, Adamasajida, Hadado/Athibohol, Eldas, Della, Elnur/Tulatula, Lakole South/Basir, Diff, Burder, Benane, Ibrahim Ure, Lagbogol South, Dadaja Bulla and Habaswein) Qualification / Requirements • Be a Kenyan citizen • Be a holder of at least a degree or its equivalent with five (5) years’ experience. • Have qualifications and knowledge in administration and management and • Satisfy the requirement of chapter six of the constitution on Integrity and Leadership Duties and Responsibilities The Ward Administrator shall be responsible to the sub county Administrator for the following: • Coordinating, managing and supervising the general administrative functions in the ward unit. • Developing policies and Plans. • Ensuring effective Service delivery. • Coordinating developmental activities to empower the community. • Providing and maintaining infrastructure and facilities of Public Service. • Facilitating and coordinating citizen participation in the development of policies and delivery of Services. • Exercising any functions and power delegated by the County Public Service Board.
