The Empty Shoe display at CDCR headquarters is up for Crime Victims’ Rights Awareness Week. The empty shoes symbolize the steps crime victims take on their paths to justice, and the strides made by law enforcement, victim assistance professionals and state and local officials to assist victims, protect their rights and ensure their voices are heard in the criminal justice system.
