The Government is expected to implement the use of electronic monitoring device (EMD) on crime suspects who are released on bail next month. Attorney-General Tan Sri Abdul Gani Patail said the Government had already approved the use of EMDs under Security Offences (Special Measures) Act 2012. “If you ask me, the faster the better, but it should be (implemented) in September,” he told a press conference after attending a forum on crime prevention here yesterday. Last week, Inspector-General of Police Tan Sri Khalid Abu Bakar said that only certain criminals were tagged at present under Chapter VI of the Security Offences (Special Measures) Act 2012. Khalid added that the Attorney-General’s Chambers welcomed the police proposal, and they were in discussions to expand electronic tagging to those convicted under the Prevention of Crime Act 1959. On the new preventive law to be tabled in the upcoming Parliament session, Gani said the Attorney-General’s Chambers would review any amendment and input from various parties. “(The incorporation of) any element from the (now repealed) Emergency Ordinance would be the last resort, if at all,” said Abdul Gani, adding that while he remained opposed to preventive detention laws, the Attorney-General’s Chambers had been tasked with reviewing existing laws to see whether they were still adequate to combat crime. Abdul Gani also said that he had instructed the prosecution to appeal against the Court of Appeal’s judgment in discharging and acquitting two policemen from the charge of murdering Mongolian Altantuya Shaariibuu seven years ago. “I have instructed the prosecution to appeal the decision, and we have 10 days to do so,” he said.
