Box 78-90300 Makueni-Kenya MEMORANDUM PRESENTED TO H.E PRESIDENT UHURU KENYATTA BY MAKUENI COUNTY ON DEVELOPMENT PRIORITIES DURING THE PRESIDENTIAL VISIT TO MAKUENI Date: 23rd January 2015 Your Excellency, Preamble Makueni County residents wish first of all to present to you their kindest and fraternal regards. At this period of great economic development and growth prospects, we the people of Makueni County would like to present the following memorandum to you Your Excellency President Uhuru Kenyatta. The memorandum outlines the countys’ development priorities and key strategies to propel the County’s and the country to greater heights. (A) PROPOSED AND ON –GOING PROJECTS Your Excellency, Makueni County Government and its leadership has noted with appreciation that the National Government identified and is in process of implementing projects that will spur development in the County and country at large. They include the following: (1) Konza City Investing in the Konza City will be desirable for economic development. The fast tracking and allocation of more funds for development of Konza City will achieve the vision as envisaged in Kenya Vision 2030 of creating a world class city, powered by a thriving IT sector and generating 100,000 jobs by 2030. (2) Construction of Thwake dam Implementation of Thwake water dam will provide water for domestic, industrial and as well as hydropower and irrigation purposes. The construction of the dam will lead to improved access to water supply, employment and business opportunities, better infrastructure (road & power) and social amenities. Your Excellency, the water supply project will greatly transform the lives of the citizens of Makueni. (3) Housing From the early 90’s, the National Government has invested significantly in putting up housing infrastructure in Wote Town. The project has stalled for many years hence public funds are going to waste. We propose the completion of the project so as to provide housing to public servants as intended. (4) Road Infrastructure Infrastructural development remains critical in economic development and poverty reduction for the county and the country. We are therefore happy that the Kibwezi- Athi -Ikutha- Ikutha Road (D7), and Emali-Ukia Road (C99) have been proposed for tarmacking by the National Government. (B) DEVELOPMENT PRIORITIES FOR CONSIDERATION BY THE NATIONAL GOVERNMENT Your Excellency we have consulted widely with the leadership of this county and are convinced that the following if, implemented, this county will realize exponential sociao -growth. (1) Water Six medium sized 50,000m3 Dams We request your Government through the Ministry of Water to consider, survey, design and construct six medium sized 50,000 cm3 dams in our sub-counties at appropriately identified places. (2) Health National Trauma and Accident Hospital along Nairobi-Mombasa Highway Your Excellency we propose establishment of the National Trauma and Accident Hospital. Makueni County bears the brunt of many accident cases. This hospital will act as a Referral Centre for Trauma and accident victims along the busy highway. If implemented, the Trauma Centre will not only decongest Kenyatta National Hospital but also save lives of Kenyans lost while transporting victims from Voi to Kyumbi-Machakos junction. (3) Road and Bridge Infrastructure The following roads are key to access to markets and services to the people of Makueni. (i) Itangini-Wamunyu Road (ii) Tawa –Kikima - Kyambalasi Road (iii) Katuaa-Nunguni-Kyambeke-Wautu-Sultan Road Similarly, Thwake Bridge across River Thwake connecting Makueni and Machakos Counties through Kalawa needs to be done. We would appreciate the tarmacking the above three roads. (4) Makueni University College as a Constituent College of the University of Nairobi Mr. President we would benefit by the establishment of a Makueni University College of the University of Nairobi in Makueni. The University of Nairobi owns a sizeable piece of land in Kibwezi, in particular in particular the Kikumbulyu area. The land is sufficient to establish a University college to provide education and research in dry land agriculture (5) Agriculture (Athi River Irrigation and other sites) Athi River traverses Makueni County. Other key rivers exist. We request your Government to exploit these natural resources so as to facilitate irrigation and hence support both subsistence and commercial farming. (6) Wote Sewerage and Sanitation We request your government to facilitate construction of sewerage and sanitation system in the county headquarters (Wote) which is non - existent. (7) Provision of Title Deeds The improved land tenure will enhance land productivity and work opportunities making it possible to reap the benefits of water, crop and livestock investments. Your Excellency, most of the land in Makueni County is undergoing adjudication, surveying and registration. The delayed issuance of titles has led to low land value and increased boundary conflicts hence delay in finalizing farm plans. Facilitation for processing of title deeds will empower the citizens since the title deeds will be an instrument for improving access to credit. (8) Kenya Wildlife Service Makueni County has the largest park in the country yet the offices of KWS are located in Chyulu Hills only. We have a wildlife invasion menace which has overwhelmed the county by the animals crossing from the parks. We propose: (a) Move response offices along Mombasa road. (b) Long term plans to fence the parks. (c ) Expedite the compensation of the victims. Signed on this …………………………day of ……………………………………………2015
