The News-Herald Newspaper has endorsed all three proposed charter amendments in the City of Romulus: Three proposed amendments to the city charter on this year’s ballot change the rules for purchasing goods and services and writing contracts. All are updates to match the rising costs of purchasing goods and services since the charter was adopted in the 1970s. The first proposed amendment, Proposal 1, would eliminate the $5,000 cap that requires formal bids for contracts for public works projects and other municipal improvements. Proposal 2 would allow the City Council to decide when formal bids need to be solicited for the purchase of tools, materials and other items. The limit currently is $750. Proposal 3 would allow the city’s purchasing ordinance to govern the threshold for contracts that require council approval. That threshold currently is $1,000. City auditors Plante Moran estimates the city could save about $100,000 for every $400,000 spent each fiscal year because the city would save on time, personnel and advertising costs. What’s more, these amendments would bring Romulus into line with similarly sized communities in southeast Michigan and save the city the expense of asking voters to approve future amendments to raise the thresholds. The three amendments will streamline purchasing and contract agreements in the city.
