The bill was passed in the House by a voice vote on March 5, 1991 and was passed by the Senate on March 7, 1991. Ronald Reagan had in 1985 proclaimed March 26th (11) “Education Day U.S.A”, in honor of Rabbi Menachem Schneerson’s birthday, head of the Lubavitcher movement and proclaimed by his followers to have been the Messiah.
