The PAM Perspective by Dr. Jack Yue: One of the best cases for studying public administration and management is certainly the delivery of postal services. Two questions can be foods for further thoughts: (1) The idea of trading funds is actually originated from UK, but then why its existing application and implementation is much more successful in HK than in UK? At the institutional level, then, how public servcies such as postal ones shall be designed? (2) One of the indicators for the success of delivering postal services is the customers queuing/waiting time. Queuing model can be used to simulate how servcies can be delivered in such a way that no significant balking out (i.e. adequate number of service windows is in service and no significant number of customers may be lost to competitors, assuming there are some out there, owing to long queu) may take place. Visit a post office in your neighboring area and test it empirically on how long you have to wait for being served. //香港郵政從1995年起，以營運基金形式運作，獲得資本投資基金注入21億港元作為營運本錢。從此以後，因為要「自力更生」，香港郵政積極拓展銷路，包括新增特快專遞、售賣郵品、電子證書，以至通函郵寄等服務。近年受成本上漲影響，錄得盈警，不過當增加郵費以後，預料亦可收支平衡。不過，即使郵費增加，本地平郵不過是每封$1.7，比起其他發達地區，可說是處於一個較低水平。 事實上，郵政私有化、公司法是世界的大趨勢，而香港郵政的取勝之道，在於沒有完全脫離政府，也不如郵政局公司般將牌照外判，反而更積極拓展市場，售賣各式產品，降低風險。面對皇家郵政私有化、郵政局買少見少的情況，不知道香港的例子，又可否成為英國的借鏡呢？//
