Responsibilities The administrative professional is responsible for • providing administrative services for the programme in the field of finance • assist in ensuring that internal and external financial and administrative regulations are complied with • assist with the grant funds financial issues, execution of payments and financial control on contracts implemented, as well as for financial reporting of the EU funded projects The administrative professional performs the following tasks: B. Tasks 1. Coordination The administrative professional • ensures that relevant information is exchanged between project/programme staff, partners and other institutions 2. Administration The administrative professional • manages confidential files, specifically in the areas of finance 3. Finance and Accounting The administrative professional • Conducts site visits (if needed) for financial technical assistance, training the Grant Beneficiaries’ financial managers, accountants and procurement officers on EU financial requirements • Assists the Grantees in establishing their financial systems • Conducts annual audit control visits in coordination with the Project Implementation Support Units (PISUs) • Reconciles the accounts for each grant and calculating the exchange rate differences • Assists in preparing grants overall financial reports in accordance with the European Union and GIZ requirements • Keeps track of the funding disbursements, requests for payments, etc. • Checks and processes requests for payments, bank guarantees and issues payment orders to Grant Beneficiaries • Assists the Grantees in budget preparation/addenda • Communicates with Grant Beneficiaries in relation to financial issues for the contracts implementation • Follows up with the Grantees to deliver the monthly / quarterly / annually expenditure reports timely • Assists in reviewing the timely reports and raises comments/feedback • Approves expenditure’s data received from the Grantees and imported into the Financial Management Information System (FMIS) by the PISUs before processing these data (Financial Data Control System) • Assists in establishing new monitoring, control and tracking tools to ensure the eligibility of disbursements of funds • Assists in the closing procedures of all grants • Assists in maintaining the Finance, Contracts and Procurement Unit(FCPU) archives and filing systems, in addition to maintaining audit trail in relation to all financial and payment issues • Participates in workshops, training courses, coaching and on-the-job training as deemed appropriate • Performs any other tasks assigned by the Head of FCPU 4. Other duties/additional tasks The administrative professional • performs other duties and tasks in the finance sector at the request of management C. Required qualifications, competences and experience Qualifications • University degree in relevant specialisation and qualification in management / finance - or relevant topic - desirable (equivalent of BA or MBA) Professional experience • At least 5 years’ professional experience in a comparable position • a thorough knowledge of EU financial regulations with respect to grants and principles of sound financial management • knowledge of GIZ financial and payments procedures will be an advantage Other knowledge, additional competences • conversant with Excel and database management • high computer literacy • complete command of written and spoken English Language • ability to plan and organize high workload in order to meet deadlines • a high degree of personal discipline and organization • excellent report writing skills • analytical skills, initiative and correctness • a clear commitment to the proper management of public funds.
