The Patho-Physio of a Heartache By Krsnaraja Melvin I started working in government after I pass the Physician Licensure Exams on 1986 & was given my license No. 61900 to practice the art of medicine on January 1987. A few months later I became the MHO of Sagay, Camiguin Province. I abandoned my post after I blew the whistle I was admitting ghost patients in Sagay Medicare Hospital. The new Mayor of Sagay the late Dr Tallan who use to be Sagay`s Medicare Doctor after he won in that election relinquished his post. & I was upon the order of the Provincial Health Officer of Camiguin Province the late Dr Wenceslao Mendoza offered me this vacant post promising I`d be given an honorarium aside from the salary I get from DOH as Sagay`s Municipal Health Officer. When I reported the medicare scam in Sagay to Dr Consuelo Aranas DOH Region X Director I did not return to my post. & found myself returning home back to Cebu City & served in the Office of my father Dr Mario C Mabalay. As an associate Family Physician for almost 6 years, I returned to government service on September 3, 1993. Appointed by Former Cebu Governor Vicente de la Serna as Medical Officer III of Minglanilla District Hospital, Minglanilla, Cebu. Here in Minglanilla District Hospital I became part of a corrupt system of public health workers left in the dark not knowing how the system was ran. Not of merit that you are given promotion by good performance but by how well you make sip-sip to the powers that be. If you don`t conform to this corrupt system you become victim of non-adjustment of your salary increase & loan sharks. Every payday our net home pay goes to the vulture lenders that prey on the miseries of others. We were not given our hazard pay & overtime pay the time when RA 7305 Magna Carta for Public Health Workers was implemented simply because we were devolved from the National to Local. There were no funds available. So they say under the Administration of former Cebu Governor Pabling Garcia & her daughter former Cebu Governor Gwendolyn Garcia. When I blew the whistle our witholding tax were underwithold in the middle of 2005, Minglanilla District Hospital was made to pay 500,000 pesos in tax deficiency on December 2005. The former Chief of Hospital Dr Eriberto Beduya was forced to file an early retirement & in his place recommended Medical Officer III Dr Clinia Seguerra become the OIC. In return she wrote a MEMO & pasted on the wall of the hospital telling my co-workers I was the one who blew the whistle that they were made to pay from their year end bonus the 500,000 pesos tax deficiency the hospital owe the government. One co-worker, Ms Elizabeth Reroma said, Patyon tana si Mabalay!. On May 2006, I received a MEMO from former Cebu Governor Gwen Garcia re-assigning me to CPRDC, Kalunasan, Cebu City. That I was to report for my new assignment to Warden Alfredo Abella.In the early 2007, I was accused by Warden Alito Gabuya who replaced Warden Abella let an inmate Reynante Devivar without permission from Mr Byron Garcia-Consultant on Penology & Jail Management who is the younger brother of Governor Garcia have my car KIA Avella 1999 model fixed the car`s electrical wirings. That I was to be investigated for something I did not do or violated by the Committee on Discipline & Investigation headed by Atty Hippocrates Roscina. That on September 11, 2007 I suffered a heart attack, Acute Inferior Wall Myocardial Infarction, & was admitted & confined for 2 days in the CCU of Cebu Doctor`s Hospital under the care of Dr Cesar Estalilla III. I was discharged on the 5th day & was told to rest for 2 weeks. When I returned to CPDRC, the investigation regarding the fixing of my car was suddenly dismissed. That I was made to screen in early 2008 approx 1000 CPDRC inmates who should dance & not dance. That it was I who made the guidelines exempting those not fit or not physically fit become the internationally famous CPDRC dancing inmates. I was not even acknowledged by the powers that be for my contribution as the CPRDC Dancing Inmate`s Physician. That Mr Byron Garcia one time introduce me to Chief Justice Corona & his staff of the Supreme Court who came there for a visit, Nara ang badlongon nga Doctor sa Minglanilla District Hospital. That in the early 2009, I was accused by Warden Alito Gabuya for Habitual Tardiness. Having reached the 20th mark in 3 months for being late & undertime. That I violated the Civil Service Rules & Regulations on Punctuality. That the powers that be did not recognize that I was on-call duty 24 hours a day including holidays. That on August 2009 I was summoned to the Office of CFI Coop Chairman, Ret Judge Esperanza Garcia, the mother of Gov Gwen Garcia. That I must pay my delinquent loans to the lending company after Municipal Trial Court Branch 3, Judge Gil Acosta decided I was guilty of non-payment of my loans to CFI Coop. In that visit, I was able to make a compromise agreement with the Judge where I was made to pay the amount 144,000 pesos I owe the lending firm by taking my COLA of 3650 pesos per month until fully paid. A default in one or two payments render me liable to pay the whole amount or else. That on October 2009, I was meted a reprimand from the case, Habitual Tardiness filed by Warden Gabuya against me before the Committee on Discipline & Investigation. That on year 2010, my performance rating from January to June was very satisfactory & July to December very satisfactory. Just when I was to be promoted on the year 2011, the powers that be filed again a case against me before the Committee on Discipline & Investigation for Habitual Tardiness & Absence. Simply because I discovered that out of 1500 CPDRC inmates only 30 were given their Philhealth cards, a project of Gov Garcia Philhealth for all CPDRC inmates . That the 1470 Philhealth cards were missing. That on January 26, 2012 I was suddenly recalled back in the interest of the service to my mother office, Minglanilla District Hospital. That I was to report for my new assignment to Chief of Hospital Dr Clinia Seguerra. This was again the start of my walk to Calvary. That in the middle of 2012 on July 16. I was confined at the Mandaue City Hospital for severe back pains. That I was discharge 3 days later with the diagnosis from my cardiologist Dr Joseph Poblacion that I suffered heart failure due to hypertension, post-inferior wall myocardial infarction & postural vertigo. That for 55 days I was not able to report for work. Only to appear again at the said hospital or else I would be dropped from the rolls early August 2012. That on September 2012, my salary net proceeds of 15,000 pesos were all taken in payment for my CFI Coop loan leaving me nothing at all for my family. So, I filed a case Re: Zero Salary Net Proceeds before the Visayas Ombudsman. & was given recognition by Deputy Ombudsman Hon. Pelagio Apostol. I knew I won the case because Cebu Governor Junjun Davide paid for an ad admonishing CFI Coop in middle of September 2013. That Capitol employees should have a net take home pay of 5000 pesos. That GSIS & Pag-IBIG loan payments should prevail over CFI Coop loan payments. So, that`s it. from January to October 15, 2013, The Cebu Provincial Government have not yet given me my salary & other benefits. Then the heartache err earthquake the magnitude of 7.2 without ado struck the heart of Bohol & Cebu.
