The President woke up yesterday and created a brand new ministry to mobilise all human and material resources available to resolve the current challenges facing the power sector. This new ministry of Power will be headed by Kwabena Donkor. The brand new Ministry of Power will be competing with the not so brand new Ministry of Energy and Petroleum whose function is to improve the distribution of electricity across the country. The Ministry of Energy and Petroleum is headed by Mr. Kofi Buah. The not so brand new Ministry of Energy and Petroleum has various department and agencies, including the VRA, GNPC, Energy Commission, etc. Some, if not several of these divisions and agencies, were set up to mobilise all human and material resources available to resolve the current challenges facing the power sector. So these divisions and agencies too will be competing with the brand new ministry of Power. Not only that, it is also unclear as to the minister that these departments and agencies will now be under. Some will say they are under the Minister of Power. Others will say they are under the Minister of Energy. Still others will say it does not matter since Dumso will continue unabated! Issues: 1. Are there any laws regulating the creation of ministries? 2. Since ministries are presumably funded and such funding is authorized by budgets, how are newly created ministries funded where no prior budgetary allocations have been made for them? 3. Which ministry, Power or Energy, is now in charge of administering Dumso? Da Yie!
