The State Dept has probably always been ruled by people who felt no obligation to abide by any rules, mostly self serving rich kids. Except for the worker bees, of course. This book, in the link, reads like a suspense novel but it is true. The State Dept was, in great part, responsible for Hitlers rise to power. Many of them were trust fund silver spoon babies whose fortunes depended on Germany repaying debts from WWl. So everything Hitler did that was questionable to our government, he would threaten to stop paying his debts and the State Dept would back off. One US Ambassador even said, he admired Hitler for going after the unions since they were trying to raise wages and that was not good for corporations.
