The Structure of governance if properly focused, should mean to expand the government at various levels. Devolution of power should not only be at the central and federal level, it should trickle down to local governments. It should be a project with broad spectrum through which government at various levels can create jobs in the federal ministries, state ministries and at local government level. It requires robust economy to do all these. If need be, reduce the years of service and age of retirement at all ministries, create state police, expand immigration, customs and other agencies that can absorb the unemployed Nigerians. The problem of insecurity can be tamed if miscreants are off the street as the saying goes an idle mind is the devils workshop. In some countries, youths are encouraged to enlist in the military but not so in Nigeria. It helps build discipline and way of curbing insecurity. The Federal Government on its part can stimulate the economy, giving stimulus loans to bigger organizations for jobless and unemployed Nigerians to enable them expand their businesses, lowering taxes for higher employers of labor as tax rebate, which in turn will generate more taxes that can cushion the effect of this expansion. Nigeria has the highest port tariff in the whole wide world. How and where can business thrive if cost of importation is high? Government should leverage the system to accommodate some flexibilities.
