“The United States government, widely thought by a propaganda-saturated and myth-ridden populace to be held in severe check by iron-clad constitutional restraints, can in fact do anything in the realm of possibility it deems expedient, with or without the approval of the electorate or a majority thereof, inside or outside the terms of the Constitution. In this it is like every other fully operative government in the world, past or present, although the fact is far from what most Americans, educated or not, believe to be the case. “The government can in fact do most of what it does under the narrowest possible interpretations of the Constitution, which is a very broad-ranging document, although it can operate further afield under broader or fanciful official interpretations—of which history records many. But owing to its divided powers it cannot always develop a coherent policy. As a consequence it sometimes wallows uncertainly.” Ferdinand Lundberg “Cracks in the Constitution” Page 175
