"The annual measure of child welfare by the Baltimore-based Annie E. Casey Foundation considers measures such as poverty rates, the educational achievement of children and their parents, cases of abuse and neglect, and births to teens and unwed mothers. The measures are grouped into categories. Michigan ranked 36th in the economic well-being category, 32nd in education, 23rd in health and 27th in family and community. Because of the sustained economic downturn in Michigan, too many families still aren’t finding traction in more recent job growth, said Gilda Jacobs, president and CEO of the Michigan League for Public Policy, which advocates for the state’s poor people and works with the nonprofit Casey Foundation. Jacobs said too many parents are stalled in low-wage jobs, unable to find better work because they lack affordable child care or job training, for example."
