The below motion was passed by Yarra Council on Tuesday in support of the Amcor proposed Amendment C200. The changes are highlighted in red and reflect the issues raised at the Special Council meeting.The draft DPO now with the Minister for Planning awaiting approval. APMAG will be asking the Minister to approve the draft DPO Schedule X (final Council version) without any changes. Council Motion: 1. That: (a) Council note the views and concerns expressed by the community at the community meeting on 5 June 2013 regarding the redevelopment of the AMCOR site; (b) Council note the advice and survey results from APMAG; c) Council acknowledges the lack of time available for comprehensive community consultation on this matter due to Amcor’s contractual timelines and their decision to by-pass council process and request a planning scheme change directly of the Minister Council further acknowledges the distress this lack of time has caused to the Alphington community. d) Council confirm its support in principle to change the existing Incorporated Plan Overlay to the draft Development Plan Overlay prepared by Yarra planning officers and that this support is contingent on the 28 days public consultation process being included as a condition e) Council notes that the draft Development Plan Overlay is based on the Amcor Design and Development Principles developed in consultation with the community and endorsed by council in 2009 f) In noting the strategic significance of the AMCOR site and the directions adopted in the AMCOR Design and Development Principles 2009, Council endorse the revised draft Development Plan Overlay schedule as attached to this report noting the changes made to address matters raised at the community meeting and further including: -a reduction in maximum height of Precinct A to 8 stories -a reduction in maximum height in precinct F to 6 stories - a reduction in maximum height of Precinct E to 4 stories - a minimum setback from the crestline of 20 metres and -details showing how the development will incorporate accessible, adaptable and visitable features - provision for a setback along Heidelberg Rd (g) Council advise the Minister for Planning and AMCOR of its decision; (h) Council seek an urgent meeting between the Mayor and Chief Executive Officer and the Minister for Planning to discuss Council’s proposed revised DPO schedule; and (i) In respect to a 4.5% open space contribution for the AMCOR development that Council advise AMCOR and the prospective purchaser that this will be required as a land contribution as part of the development of the site. j) Council inform the Alphington community of the Minister for Planning’s decision on this matter as soon as possible after such a decision is made k) Council officers engage with officers at Darebin Council to ensure they are kept informed given the scale of any future development at the Amcor site and its impact on Darebin residents, their amenity and services.
