The best way to control the population is to keep them in constant fear - and governing by crisis works as an effective contributor to that. As Mark Steyn pointed out, "the awkward fact that the overwhelming majority of the government is not shut down at all." Not being able to shutdown parts of it is a problem itself. Such programs as Social Security, Medicare and others are authorized to be funded in perpetuity, falling under the banner of "mandatory spending."
