The controversial project has been frequently dismissed by critics as a deliberate plan to transform the low-income Tarlabaşı quarter, with its array of gorgeous if dilapidated century-old neoclassical architecture, into a squeaky clean locale marketed to the nouveau riche. Once home to a thriving Greek and Armenian population, Tarlabaşı gradually evolved into a poor, working class neighborhood inhabited by Kurds, Roma and refugees, as thousands from İstanbuls historic non-Muslim communities fled the city amid a difficult century of discrimination and dispossession imposed from the top down. Today, Tarlabaşıs social fabric is once again being rapidly redesigned.
