The features of Odisha flood is changed . Earlier , it was periodic , at least in every four years we use to face a big floods and that too in low laying costal areas not in hinterland and not in urban areas as it now . Now Floods become perennial and annual features to all areas irrespectively - costal planes and even urban areas . in one reads history of flooding in Odisha, the Dams and embankments have caused more floods than its previous time . Climate change is not the big culprit than the structural changes of our land around our habitations . Our rivers and rivulets are vanishing or doing reverse functions than their roles they use to play earlier and those who are doing chorus on river linkage and diversion of flood waters from plains are also going to do more damage to the state . Flood Management of any river basin is not very efficient till date in the world . it suits to our politicians and bureaucrats to mint money and votes over floods affected people .What I really suggest is that at least we can keep our urban pockets out of flood situations if we can follow strict spatial planning provisions if our development authorities follow the rules strictly . This needs politician and administrative wills of state which ahs not happened in the state yet . our urban areas are not affected by river floods but heavy rain falls and our natural drains are all clogged or encroached. lets do something for this .
