The government is working to achieve agricultural growth that benefits smallholder farmers and fishers, Secretary of Agriculture Proceso Alcala said on Monday at the open plenary of the Grow Asia Agriculture Forum—a run-up to the World Economic Forum on East Asia. Under the Aquino administration, rice harvest reached record levels, boosting sufficiency to 96 percent by the end of 2013 from merely 82 percent in 2010. The government revised the rice sufficiency target to end of 2015, as part of its centerpiece food security blueprint called Food Staples Sufficiency Program.
