The house at 146 5th Ave has been vacant for years. There are two windows that need to be boarded up that lead into the basement you can clearly see animal tracks leading into the basement, there is a hole in the brick in the front of the house and there is a strong odor of either kerosene or oil when you go on the side porch of the house. Who is responsible to board the windows and repair the hole in the brick foundation that you can see into the basement and find the reason for the smell? There are many people that pass threw this yard and sometimes go on to the side porch of this house to do various things.
