The main concepts for Journalists and Project Designers in Cambodia (1) Educational condition’s issue in Cambodia: • Have no good quality of school buildings at all levels (Primary schools, Junior high schools, High Schools, and also universities/faculties). • Have no enough equipments/Study materials for installing by Primary schools, Junior high schools, High Schools, universities/faculties, and also included libraries. • The studying programs have no good quality by schools (For example: Primary schools, Junior high schools, and also High Schools). • For local teacher’s monthly salary by schools (For example: Primary schools, Junior high schools, and also High Schools) their salaries are very low. • Most of poor child and youths, they abandoned their study, because their parents/sponsors have no ability to charge for school fees by state schools. • Most of schools are very far from student’s house. • Ministry of education, youth & Sport has no educational development policies for poor child and youths in Cambodia. • Most of local teachers have no pedagogical skill. • For most of class rooms, they are very small. Means, Accommodated students, at least 45 students per one small class room. • Most of local teachers, they took an action to teach their students in private hours. But for the state hours they did not take an action to teach their students. • Have no specific course direction for students after they completed their studies at high schools. • For some teachers, he/she has no relative members to be high officer by schools/Ministry of Education. So he/she will be transferred/sent to remote areas/rural areas. • Have no strategic plans, organisms, policies and also indicators to find the best resolutions for improvement/upgrading the Formal & Non-Formal education development programs by schools. • And also other. (2) Other concerns of Macroeconomics in Cambodia: • There are a lot of hundred thousand youths who are unemployment. • There are a lot of hundred thousand people who took/borrowed loans with the highest interest rate from Micro Finance Institutes (MFIs) and also private Banks. And they are facing to sell their assets to repay loans to MFIs and also private banks back. • Our Cambodia royal government took foreign loans amount more than 10 thousand millions dollars of USD until now. And our Cambodia royal government has no ability to repay foreign loans back from one mandate to one mandate. • Between Low government officer’s livelihood and High government officer’s livelihood is very far like earth/land and sky. • Between million poor families’ livelihood and High government officer’s livelihood is very far like earth/land and sky. • There are a lot of hundred thousand VN’s migrants lived illegally and they occupied main occupations and economy by markets that covered 24 provinces of Cambodia. • Foreign currencies used by markets that covered 24 provinces of Cambodia. • There are a lot of million poor people, he/she can find incomes under 1$ per 1 day. • The monthly salary for employees or workers by private factories/companies and also for low government officers by state departments are the lowest level. So it is not acceptable to support their daily livelihood. • Foreign products flew in local markets that covered 24 provinces of Cambodia. And for foreign products included fruit products, vegetable products, processing foods, and also pigs. • The prices of gasoline, fuel, Water, Electricity, foods, Household materials, Agricultural materials, Fertilizers, Vehicles, and also Clothes went up from time to time. So it really impacted million poor families’ livelihood. • Local farmer products were not supported by local markets and international markets, and also the prices of local farmer products went down from time to time. And for the local farmer products as Rice, Corn/Maize, Peas/Bean, Pepper, potato, and etc... • There are a lot of million poor people who lacked of the capitals for making small & big scale businesses. • There are a lot of thousand poor families who have no farmed lands for implementing the agricultural activities. • Have no the site development plans to increase employment opportunities for Khmer youths. • There are a lot of hundred thousand youths who migrated their homeland to find jobs with companies or factories at abroad. It really loses their basic participation for the exact transformational development task and also the regional economic development. • Foreign or private companies collected a lot of incomes through the field involved as Airline field, Tourism field, Agricultural field, Industrial field, Post & Telecommunication field, and also Transportation filed. Means, Our Cambodia royal Government assigned/qualified foreign or private companies to control on these fields involved at least 90% already. • Other development projects of Cambodia Royal Government have no quality, transparency, accountability, sustainability and also effectiveness. • Private invested plans were assigned/approved by Cambodia Royal Government; these invested activities were not participated and approved by local Community Based Organization (CBO) or Civic engagement. Only that much, there are a lot of thousand families lose their settled lands & farmed lands through other private invested activities that assigned by our Cambodia Royal Government. And also did not provide acceptable restitution money to thousand victim families yet. Means, it really violated their basic rights for Transformational Development Task. • Forestry destroying and also local natural resource’s extra-exploitation. (3) Agricultural Condition’s issue: • Most of local farmers, they have no farmed lands for doing agricultural activities. • Most of local farmers, they have a little farmed land (For example, one farmer family has 0.5 hectare • Most of local farmers, they did not understand/know about agricultural techniques. • Most of local farmers, they did not understand/know about other methods/techniques for implementing the agricultural activities by Climate Change Adaptation. • For the price of agricultural materials/Small agricultural inputs are very expensive that really impacted their agricultural occupation. • For local farmer’s products have no any specific supporter by local markets and also international markets. • For most farmers, they have no enough capitals for applying the Agro-business activities. • For most of local farmers, they did not receive loans from Ministry of Agriculture, Forestry & Fishery (MoAFF) or National Bank directly. Means, they took/borrowed loans from Micro Finance Institutes (MFIs) and also private banks with highest interest rate. • Most of local farmers, they decided to sell their local assets to repay loans to MFIs and also private banks back. • There are a lot of cows to be died by diseases. Because officers of PDoA did not inject vaccination on time. • Have no enough the water irrigation systems to water vegetable & fruit crops and also rice crops at drought season. • Foreign products flew in local markets. So these foreign products really impacted the local products so much. • MoAFF has no specific agricultural development policies to ensure the sustainable agricultural activities for poor farmers yet. • MoAFF did not provide good animal husbandry seeds, vegetable crop seeds, rice crop seeds and fruit crop seeds to poor farmers. • Extra fishing. • Forestry extra-exploitation. • And also other. (4) Health condition’s issue: • The capacity of health agents by health centers (HCs), Operation districts (ODs) and also Referral Hospitals (RHs) have still low level. • For medicines and also medical equipments have no enough to supply by HCs, ODs and RHs yet. • For water supply and electric services has no enough to supply by HCs and also ODs yet. • Most of medical agents, they still required poor patients to charge health fees. • Most of medical/health agents, they still use impolite languages to patients. • For price rate of health care fee by HCs, ODs and RHs they did not perform to public with transparency, accountability & integrity. • Have no enough transportation services by HCs, ODs and also RHs yet. • Have no enough medical/health agents that stand by HCs, ODs and also RHs on Saturday and Sunday yet. • For most of poor patients, their lives faced the dangerous risks because doctors or medical/health agents did not take an action to cure their health. • Most of Directors and health/medical agents by HCs, ODs and RHs they had the trend/tendency/inclination with Cambodian People Party. So they always performed impolite behaviors/attitudes to patients that supported the opposition parties. Means, they discriminated patients who found their health care services by HCs, ODs and RHs. • Most of poor families, they have no household latrines. • Most of remote areas or villages have no safe water sources and also lacked of safe water sources by house/village. • Most of poor family’s members who lived at remote areas or rural villages, they faced diseases from time to time. • For some health/medical agents, he/she has no relative members to be high officer by HCs/ODs/RHs/Ministry of Health. So he/she will be transferred/sent to remote areas/rural areas. • Most of poor families, they did not understand about general hygiene and sanitation yet. • Ministry of Health (MoH) has no any specific public health promotion policies for poor families yet. • And also other. (5) Social affairs and Cultural condition’s issue: • Discrimination by holding different religions. • Most of monks who stayed by different pagodas, they always were pressured by monk leaders while they joined the social actions or political actions among opposition parties. • Most of monk leaders, they did not understand about the main roles/responsibilities, policies, regulations, rules/laws and principles of monks in the religious field yet. • Most of pagodas have political party’s structure. And most of politicians, they always joined other ceremonies/festivals at the satisfied pagodas that worked for their political parties. • Most of monks, they did not use the rest of main roles/responsibility/accountability to mainstream or approach the religious field to the transformational community development tasks with social justice, transparency, good governance, social equity, peace, harmony, checked balance of other benefits between private agents and local people yet. • And most of local people, they still have belief to the spirit/ghosts. (6) Social inequity or injustice’s issue: • Most of poor families (Victim families), when they had different cases to make complaints to the courts. The courts/Judges judged/sentenced the poor families to losers, and also sentenced/judged the richest families/power men/the corrupted officers/highest government officers or dishonest investors to be winners. • Other development projects did not access food security, healthy, educational development, social safety, sustainability, transparency, accountability, quality, integrity, good governance, participative and democratic leadership, the free of poverty (Poverty reduction/eradication), and also specific standards yet. • Private invested activities that assigned/qualified/approved by Cambodia Royal Government. So these private invested activities really did not provide checked balance of other benefits to local people who lived at remote areas/rural areas. And more difficult, these private invested activities really impacted their livelihood and also environment from time to time. • Most of victim families lose their farmed land and house lands/settled land by other development projects of Cambodia royal government and also private invested activities. And victim families, they did not receive acceptable restitution money from Cambodia Royal government and also private investors yet. • For most of village leaders/chiefs, they had the trend/tendency/inclination with Cambodian People Party (CPP). So they really feel discrimination to local people who supported opposition parties. • And also other. (7) Development task’s issue: • Land use’s issue. • Climate change. • Corruption’s issue • Have no transparency leadership and management. • Human rights violence’s issue. • Have no good quality, efficiency, effectiveness and sustainability that involved to other project development projects of Cambodia Royal Government. • Have no specific indicators for project goals, project outcomes/objectives with SMART. • Have no any specific tool for project monitoring and evaluation. • Have no any specific baseline survey for measuring indicators for project goals and also project outcomes/objectives. • Have no any specific identification on project beneficiaries. • Have no identification on any specific internal & external monitoring, evaluation or auditing committees. • Have no identification on any specific indicator to be monitored and to be evaluated. • Have no identification on documents implementation of recommendation. • Have no identification on any specific project players/actors for project implementation. • Have no identification on any specific Term of Reference (TOR) between Project beneficiaries, project staffs (Implementers), Monitors, Evaluators, Auditors and project stakeholders involved. • Have no identification on any specific participation that required joining all phases of project life cycle. • And also other. (8) Illegal migrant’s issue: • They will be able to occupy the main occupations and also economics by markets that covered 24 provinces of Cambodia. • It made government officers to cheat the Corruption from Illegal migrants • And also other. (9) Land use’s issue: • Power men and dishonest investors grabbed farmed lands from victim families. • Power men and dishonest investors grabbed house lands/settled lands from victim families. • Power men and dishonest investors grabbed the forestry community areas. • Power men and dishonest investors grabbed the fishery community areas. • Power men and dishonest investors grabbed the natural forest protection areas. • And also other. (10) Climate Change’s issue: • Flood disaster risk. • Drought disaster risk. • Insect disaster risk • Storm disaster risk • Diseases disaster risk. • And also other. (11) Forest destroying and also extra-natural resource exploitation’s issue: • Forest destroying. • Extra fishing • wildlife extra-hunting • Natural resource extra-exploitation (Mine, coals, golden, Rock, Sands, oil, and also other) • And also other. (12) Corruption’s issue: • Government officers have no transparency leadership and management. • Government officers, they used their positions to cheat the corruption from local people who found other services by state departments. • Government officers, they used their positions to cheat the corruption from other development projects of Cambodia royal government. • Government officers, they used their positions to cheat the corruption from private invested activities. • Government officers, they used their positions to cheat the corruption from the state tax’s incomes. • And also other. (13) Collective power’s issue: • Most of leaders/directors by state departments, they had relative members are high officers. And their relative members are supervised by them directly. • Low officers by state departments, they have no relative members to be high government officers. So they will be pleasured by their directors/leaders from time to time. • The corruption will be happened behind by the collective powers only. • Cambodia royal government developed only the power men, highest officers and also the collective power. • If there are relative members by political parties it will make the collective power by political parties. And if there are relative members by state departments it will cause the collective power by state departments. (14) Human rights violence’s issue: • Local people have no basic rights to approach other inclusive development task by the democracy. • Local people have no basic rights to join the political actions by other events. • Grabbed farmed lands and settled lands/house lands from victim families. • Government officers, they used impolite languages to local people. • Cheating labor fees from workers/employers. • Human trafficking • Household criminal • Beat, fire a gun, kick, Knock, and box • Destroyed household’s properties • And also other. (15) Gender’s issue: • Most of Girls, they did not go to school. But most of boys, they went to school. • Most of women, they have no basic rights to organize and decide in their families that involved to health field, economic field, educational field, political field, and other fields involved except men. • Most of women, they did not filling the main roles/responsibility/positions in the rank of local management’s structures by state departments and also Community based Organizations (Grass root levels) except men. • Most of men, they think that, they found incomes for supporting their families only. But they never think about the main roles/responsibilities/functions of women that could produce incomes by houses. • Women were pleasured/threatened by their husbands while their husbands drank. • Most of men and women, they did not understand about the equality between man and woman, production’s functions between man and woman, and also the Gender equity by the household actions and social action. • And also other. (16) Press-Freedom violence’s issue: • Journalists betrayed their professional skill or morals or values or principles or disciplines or policies (For example, they cooperated with the corrupted officers to cheat the corruption from other fields involved). • Journalists were pressured/threatened by power men, high government officers, the corrupted officers and dishonest investors. • Community Based Organization has no basic rights to create the independent TV/Radio. • Most of all reactive reporters/spokesmen by National TV/Radio and private TVs/Radios, they are slavery/tool/servants of Cambodian People Party (CPP). Means, they betrayed their professional skill or morals or values or principles or disciplines or policies. • And also other. (17) Political condition’s issue: • Other policies designed/prepared by Community Based Organizations (Grass root levels), and their policies were not supported/approved by government officers while they submitted their policies to government officers of Cambodia Royal Government. • Most of politicians, people’s representatives, and highest government officer they care about only power and money. And they never take an action to other political programs to protect the nation & people’s benefits. • Most of politicians, people’s representatives, and highest government officer they betrayed the Cambodian voter’s will. And they never take an action to find the social justice for protecting voter’s will. • Most of politicians, people’s representatives, and highest government officer they liked to armed forces to protect their powers. • And also other. (18) Insecurity’s issue: • Have a lot of drinking shops • Have a lot of gambling • Has a lot of child and youths are using, smoking and also smuggling drug. • Robberies, • Thieves, • Killing cases • And also other.
