The man who captured this incredible footage of a tornado in South Los Angeles says he was initially shocked by the chaos caused by the 60-to-85 mph winds. What is going on? Although the event was a relatively weak EF0 tornado, it was strong enough to lift the roof off of an apartment building and blow out windows at a day care center.
