The newspaper reported that Matthew J. Giacobbe, special county counsel, informed Rochford through a letter that he lacked the authority to privately negotiate a new contract with the union that represents sheriffs officers because such a collective bargaining agreement must be approved by the freeholders and conform to county budgetary parameters.
