The operation of hauling the siezed black sand stockpile back to the seashore in Caparacadan, Caoayan, Ilocos Sur started on Sept 11, 2013, was forced to stop on the following day since the access road in San Pedro Sur, Vigan to the mining site was deliberately destroyed for repair. The 60 thousand metric tons of processed black sand concentrates stockpile in Caparacadan costs more than $60 million. This explains why political lords do everything to stop the return of the stock pile along the seashore.
