The patience of University Grants Commission (UGC) National Eligibility Test (NET) candidates who appeared for it in June 2012 seems to be going off now as they have termed the whole examination process a ‘cruel joke’. Most of the candidates who appeared for the exam gathered in front of UGC office in Delhi demanding immediate action on orders of various high courts. The UGC changed its passing criterion after announcing the results, it issued notification on June 4, 2012 for NET and fixed maximum marks for pass in three papers for various categories including general, OBCs and PWD/SC/ST. NET results was also published by UGC on its website in September 2012. However, just before publication of NET/SET results, an additional criterion was fixed for passing the tests. As per the new circular, besides getting minimum percentage of marks as prescribed in the notification, an additional criterion was introduced according to which general, OBC and PWD/SC/ST categories should get an average of marks in all the three papers with at least 65 per cent, 60 and 55 per cent to qualify for the exam. The aspirants who appeared for the eligibility test are feeling cheated as they are of the view that the UGC should not have declared the qualifying criterion after announcing the results and there should have been separate cut-offs for all the three papers. A large number of candidates gheraod UGC office and alleged that there was huge irregularity in NET 2012 exam held in June. Many of the candidates have also approached courts in different part of the country where court has ruled in their favour. Last month, in its judgement Madras High Court while hearing a petition filed by candidates directed the UGC to issue certificates of candidates who passed in the June 2012, as per previous criteria. It directed the UGC to issue certificates within 30 days. Candidates are blaming that due to anomaly in in the whole examination process conducted in june last year they have been victimised by UGC as at this point of time there are large number of vacancies in various universities across the country but they are not able to apply. The court directed the UGC to declare results within one month of judgement which it has still not done. In January, 2013 Nagpur bench of Bombay High Court has given last chance to the University Grants Commission (UGC) to decide its policy on the issue of fixing eligibility criteria for the National Eligibility Test (NET). The court granted two weeks time to UGC, hearing a writ petition filed before it on the issue. While in December 2012, The Kerala High court has also declared the new NET norms as illegal. The court observed, “The power of UGC ought to have been exercised in a proper, fair and reasonable manner.” The court has also declared that all those who have obtained minimum marks prescribed in the notification, have cleared NET and appropriate follow up action will be taken to issue certificates to them within one month. Rashi, a candidate said, “UGC NET June-12 results were simply fraud and injustice with the students. At least all the candidates secured 50 per cent in paper 1 and 2 UGC after noticing the result being so good changed the criterion, it is nothing less than a cruel joke.”
