The photo of ‘Frederico’ – named by the officer who found him – was posted online by non-governmental organisation Bahay Tuluyan in an attempt to shed light on the shocking conditions in the Reception and Action Centre (RAC), a half-way house for children found on the streets or in poor domestic environments.
