The phrase, For I long to see you, that I may impart unto you some Spiritual Gift, does not mean as some think, that Paul could impart one or more of the nine Gifts of the Spirit to Believers (1 Cor. 12:11). So, the impartation of these Gifts are according to the Will of God and not man. However, at the same time Believers are told to Covet earnestly the best Gifts (1 Cor. 12:32). As well, we are told to Desire Spiritual Gifts (1 Cor. 14:1). Consequently, it is perfectly proper for Believers to seek the Lord for Gifts of the Spirit and, as well, to ask the Lord for the Best Gifts, i.e., the Gift or Gifts which the Holy Spirit wants us to have. So under this context Paul was speaking of imparting unto these Romans Some Spiritual Gift. Also, the Spiritual Gift which Paul speaks here of, concerns the teaching of the Word of God regarding any of its great Subjects. As Paul would open up the Word to these Romans, as he constantly did to all others who were privileged to sit under his Ministry, great Truths would be given to them, which were Spiritual Gifts, but yet, having little to do with the nine Gifts of the Spirit per se. Actually, this impartation of various Truths is probablz what he had in mind, even though the other was definitely a focus as well.
