The political leadership, police and triads are birds of the same corrupt feathers. Police dare not prosecute triads for fear of the latter spilling the beans in court (hence the need for a law to detain without trial). Ministers dare not discipline police for the latter hold evidence of crimes committed by the former (hence political bosses dare not force IPCMC on reluctant police chiefs). None can actually control the other. And so, crime and corruption will spiral and living will become more and more intolerable, causing the regime to fall eventually. The introduction of draconian laws will of course give temporary relief to the incumbent power in that a) it becomes easier to control crimes, and b) political opposition can be readily clamped, thus reducing the risk of being toppled. But such short sighted and selfish measure will bring uncontrolled escalation of corruption, untold social and political upheaval and economic slump that may see even sooner demise of the regime, as such repugnant and regressive move will surely infuriate the majority who have already expressed their disapproval to the current regime in the recent election.
