The president’s budget proposal for the fiscal year starting Oct. 1 includes $1 billion for the Veterans Jobs Corps, an idea Mr. Obama first stumped for in his 2012 State of the Union speech and which Congress snuffed out later that year. Overall, Mr. Obama is asking Congress for a 6.5% bump in veterans spending over 2014 levels, to $163.9 billion. That total includes $68.4 billion in spending authority for medical care and other discretionary programs, plus $95.6 billion in veterans’ entitlements such as pensions and disability compensation.
