The project being a consul was pre-planned submission of big brown envelop to the atty.assocciate of malacanang Atty.delarosa and,which I emphasized the Senator Gregorio Honasan about the prevention of corruption and follow the contract. 2011.Then it was given May 20,2013 only.So before the project will be made ,the president of the Philippines will be informed first ,being the chief of the host country Philippines.
