The reason the US Constitution contains what we call checks and balances is to prevent one of the branches of government from dominating, or attempting to dominate the other two branches. A major reason we have a bicameral legislature is to have a body with short term representation (House) and a body with long term representation(Senate) and to make certain legislation that is passed is good for the country in both the long term, and the shirt term. Senators and Representatives are elected by their constituents to have our interests taken into account when they vote on legislation. AKA we are a Republic. If the President disagrees with legislation that is passed by the House and Senate, he can veto the Bill. Congress can then vote to override the veto (but this is very difficult as it requires more than a simple majority vote). If the House and/or Senate disagrees with legislation that is part of the Presidents agenda, they will not pass the bill. Checks and balances. For someone who was a Constitutional Law professor, the President displays a remarkable lack of basic understanding of this. Obama: GOP Mad at Me for Actually Doing Things
