The recent cold snap has led to an extremely high demand for propane delivery. In December there was also an increase in propane used to dry a larger than normal corn harvest. This convergence of increased demand from agricultural and heating usage has led to a shortage at facilities across the Midwest, including Missouri. While local facilities are encountering a shortage, there are supplies available, especially in Texas. The need to move supplies to areas of heightened demand has placed severe demand on infrastructure and transportation abilities. The Federal Motor Carrier Safety Administration has already issued an emergency order for propane transportation. The order waives the hours-of-service rules for truck drivers transporting propane to specifically identified states, including Missouri. Today my Missouri colleagues and I are requesting Victor Mendez, administrator at the Federal Highway Administration, grant a temporary, short-term waiver for current weight restrictions as they apply to commercial motor vehicle travel on interstate highways. We appreciate the hours-of-service waiver and are urging the Federal Highway Administration to take action and grant a waiver for current weight restrictions to help meet the demand for propane in Missouri.
