The recent increase in arrivals of unaccompanied migrant children is a humanitarian crisis. So far in FY14, there have been 47,000 minor children who have arrived to the United States. Children from Mexico, El Salvador, Guatemala, and Honduras comprise more than 90% of the population of unaccompanied children. These children often embark on a dangerous journey from their home countries for complex reasons, including but not limited to violence by armed criminal actors, gender-based violence, forced recruitment, domestic abuse, human trafficking, family reunification and poverty. They not only face these threats to their safety and security in their home communities, but often encounter them along their route to the United States border. When unaccompanied children come to the attention of the U.S. government they are typically placed in custody of the Department of Health and Human Services’ Office of Refugee Resettlement (ORR). Office of Refugee Resettlement (ORR) is not only responsible for caring for UACs but also for refugees, asylees, SIV recipients, victims of trafficking, and Cuban / Haitian entrants, among others. In order to prevent gaps in refugee services, ORR must receive an additional $200 million for Fiscal Year (FY) 2014, for a total of $3.367 billion in FY15. Immediate action is needed.
