The redefinition of territorial jurisdiction of customs collectorates will negate the Federal Board of Revenue (FBR) automation of consignment clearance as MCC PaCCS, restructured as MCC Appraisement (East) in new plan, has been granted clearance of motor vehicles, scrap and miscellaneous through One Customs, the manual system. In the existing system MCC PaCCS is clearing the consignment through WeBOC, the online computerized clearance system. Model Customs Collectorate (MCC) Appraisement issued a public notice on Thursday to official announce the the redefined territorial jurisdiction of customs collectorate that will be implemented from July 01, 2013. Under the new arrangement, MCC Appraisement (West), Customs House, Karachi would deal with all cargo clearance for imports including temporary imports of all sorts (excluding transit clearance), routed through the West Wharves, Karachi International Container Terminal (KICT) and Off-Dock Terminals of AICT and BOML; Warehousing of goods in public and private bonds through above ports or Off-Dock Terminal; Transshipment cargo and its reconciliation; licensing of customs clearing agents; licensing of public and private warehouses, (excluding duty free shops and diplomatic bonded warehouse); legacy issue of erstwhile MCC Appraisement Karachi, including financial securities, arrears or recovery and litigation; auction of goods at above wharves, terminals or off-docks terminals, respective public and private bonded warehouse; and customs house laboratory. The MCC Appraisement (East), Customs House, Karachi will deal with all cargo clearance for imports including temporary imports of all sorts (excluding transit clearance), routed through the East Wharves, Pakistan International Container Terminal (PICT) and Off-Dock Terminals of Pak Shaheen, NLCCT, Railway dryport, TPX, and timber pond; warehousing of goods in public and private bonds through above ports or off-dock terminals; all legacy issues of erstwhile MCC PaCCS Karachi, including financial securities, arrears or recovery and litigation; auction of goods at above wharves, terminals or Off-docks terminals, respective public and private bonded warehouse; issuance of user ID to all users of WeBOC; Transshipment cargo and its reconciliation in respective jurisdiction; and centre for classification and advance ruling. The Appraisement collectorate notified that the new scheme would take effect from July 01, 2013 therefore separate IGMs should be filed for the new collectorates of MCC Appraisement East, and MCC Appraisement West having prefixes of KAPE and KAPW respectively. Both collectorates shall make amendments, if required and manifest clearance of their respective IGMs, the collectorate said and added IGMs uploaded in the WeBOC system before July 01, 2013 will continue to be handled by the respective collectorate according to the collectorate on the GD. The GD in process (pipeline clearance) filed before the cut-off date and time (i.e. June 30, 2013 at 00:00 hours) will be cleared by the respective collectorates. However, deputy collectors, assistant collectors, principal appraisers and appraisers would have double ID for legacy issues to complete their assignments The notification said that at the interference for the importers and clearing agents will remain the same, therefore, there is no hassle for the trade. Stakeholders have opposed the plan as it would promote corruption. Arshad Jamal, senior Vice Chairman, All Pakistan Customs Agents Association, resented the plan and said that incidence of corruption would rise due to manual clearance at the collectorates.Sharjeel Jamal, on the other hand, said that the such changes would be challenged in the court.
