The salient problem with islamic terror is that they have added recruiting of westerners as a priority. The leader of ISIL was imprisoned in Camp Bucca, before he was released, under US control and saw first hand how helpless and unfocused we become with western fighters in islamic cells. Once released he made it a priority to come into our countries and take advantage of the guilty conscience we have with muslims as well as no real added control to the visa process. His minions get to the western countries and begin recruitment with impunity. We look the other way as we dont want to be accused of bigotry. Recruitment increases ten fold and from the approximately 700 to 800 western fighters in afghanistan and iraq under al qaeda for ten years, now they have approximately 4000 americans and 1200 westerner other than US. We are completely unprepared and challenged in developing ANY plan to fight a holy war. We call it assymmetric, maybe counterinsurgency (coin), conduct endless conferences, and attempt to write dissertations on how to fight it. Nothing happens. They call it holy, period. How do we fight that within the constraints of the geneva convention and self imposed strangling rules of engagement? We cant.
