The same could be said for DC. How many times has the council over ridden the will of of the people even when it was clearly expressed by votes? (policy wonks feel free to educate further but term limits comes immediately to mind). Also, even with the new campaign finnance and ethics reform the the deck is still firmly stacked in favor of the wealthy and the corporations when it comes to representation. For example, how could you have a majority black democratic city where we had an all black city council a black mayor and still have the poorest parts of the city be African American..for 30 plus years?
