The state should definitely help the poor but a little self-help ought to be made a pre-condition for that. Obviously, a community whose members, even in metropolitan cities, are not averse to having eight-nine children, requires a serious correction in the way it thinks. Anyone in the economically lower stratum with even half that many children will have to push some of those young children, boys in particular, to contribute to the family kitty by taking up some apprenticeship, and the girls would be made to attend to younger siblings freeing the mother to do other household chores or do some low-paying needle work. Then the state is blamed for lack of education among those children, is it fair? Even today, in parts of western UP, perhaps elsewhere too, there is strong resentment against administering polio vaccine to children because it is believed that it is actually sterilisation on the sly.
