The term “cyberterrorism” was coined in the 1980s by Barry Collin, of the Institute for Security and Intelligence. Less than two decades into the 21st century, one camp of experts offers a dismal outlook and says that cyberterrorism and related attacks possess the destructive capacity of more traditional assaults, including numerous casualties and significant publicity. Another camp contend that cyberterrorism is largely theoretical, but that it is something to recognize and prudently approach. Due to discrepancies in definition and understanding, prosecutions of cyberterrorism and cyberattacks throughout Western democracies have been inconsistent. This disparity not only indicates a general ineptitude but also suggests that the formulation of parameters to frame an earnest debate is becoming imperative to protect civil liberties worldwide. A narrow definition might be that cyberterrorist attacks induce fear through violence, or through harm done to persons and property. To simplify this further, some propose that attacks against “non-essential services” should be considered costly nuisances instead of cyberterrorism.
