The Galaxy precesses and mutates (gyroscope terms), and as the solar systems are spun/dragged around the center of the galaxy - as the planets do the same around their star, this causes a shift in mass, which causes instability in the electrical field of each solar system. This causes mutation on other solar systems. Gyroscopic mutation is demonstrated in Eric Laithwaite vids, but this is more complex. He had only begun experiments. The Universe is similar to, say, two (or more) precessing gyroscopes electrically interacting. This is why we get solar winds, from mutation caused by electrical shift influence of other solar systems (mutation), which can also be influenced by galaxy mutation - galaxies interact similarly with each other. Mutation causes weather to be uncertain, they do not account for gyroscopic mutation.
