The way the waiver system works is after the draft or someone is released the player(s) will be put on waivers. You have to offer to drop one of your players to get the player on waivers. The picture I linked shows what teams are first in line to claim someone on waivers. If 2 teams go after a player (one is number 4 on the waiver list, the other is number 7) the team that is 4th will get the player over the team that is 7th. After the team that is 4th on the waivers gets the player though, they will drop to 12th on the list, so theyll be least likely to claim a player until other players start to drop on the list.
